The NIST glossary defines it as an attack that exploits the concatenation of untrusted input with a prompt constructed by a higher-trust party, such as the designer of the application. The result can be a wrong answer, a leak of data or an action that the user did not ask for.

The term was proposed by Simon Willison on 12 September 2022, after Riley Goodside had published examples of such inputs against GPT-3. The company Preamble states that it reported a vulnerability of this kind to OpenAI on 3 May 2022. Indirect prompt injection, through data that the application retrieves, was described by Greshake et al. in February 2023. The OWASP Top 10 for LLM Applications 2025 lists prompt injection as the first risk, LLM01:2025, and the NIST report AI 100-2 E2025 (March 2025) classifies it in its taxonomy of attacks on AI systems.

Why language models are vulnerable

An application gives a model one sequence of tokens: the system prompt, the user's message, documents, tool results. Prompt injection is an attack on an application: it works by mixing untrusted input with the trusted prompt of the developer. Without trusted and untrusted text mixed together, according to Willison, an attack is not prompt injection.

OWASP and NIST draw the line differently. OWASP describes jailbreaking as a form of prompt injection in which the attacker makes the model ignore its safety protocols. NIST defines a jailbreak as a direct prompting attack intended to circumvent restrictions placed on model outputs, such as refusals.

The difference matters for testing. ("The Attacker Moves Second", October 2025) attacked 12 recent defenses with adaptive methods, from gradient descent to human red-teaming, and reached an attack success rate above 90 percent for most of them; most of these defenses had originally reported rates near zero. Beurer-Kellner et al. conclude that as long as agents and their defenses rely on the current class of language models, general-purpose agents are unlikely to provide meaningful and reliable safety guarantees.

A test that finds no successful injection shows that the tested payloads failed.
